Q: Why is Paul Writing to Rome?

The most popular view of the Epistle to the Romans is that it was written by Paul to set forth all the important Christian doctrines.

However, all the epistles are letters responding to specific problems of the church to which the letter is addressed. (With a few exceptions, like Catholic Epistles of Peter, James, John)

The Epistle to the Romans also addresses a problem within this church. But what was the problem?
